CAMP AGUINALDO, Quezon City — The Armed Forces of the Philippines (AFP) and the United States Indo-Pacific Command conducted a groundbreaking ceremony on April 1, 2026, for a new two-classroom school building at Villa Reyes Elementary School in San Narciso, Quezon Province.

The construction project, implemented under the Humanitarian Civic Assistance (HCA) component of Exercise Balikatan 41-2026 and the Engineer Civil Action Program (ENCAP), represents the continued partnership between Philippine and American forces in community development initiatives.

According to the AFP, the ceremony included the blessing of the project site and was attended by military personnel from both nations, local government officials, and community stakeholders from San Narciso.

Construction Timeline and Specifications

The new facility measures 7 by 18 meters and will include a comfort room for student use. Construction is scheduled to run from March 30 to May 15, 2026, with work currently underway following the groundbreaking ceremony.

Once completed, the building will serve approximately 573 students during School Year 2026-2027. The additional classrooms are designed to address existing classroom shortages and reduce overcrowding in Villa Reyes Elementary School’s current facilities.

The project follows established construction standards for educational facilities and will provide modern learning spaces equipped to support elementary-level instruction in the rural Quezon community.

Exercise Balikatan’s Community Focus

The AFP emphasized that initiatives under Exercise Balikatan extend beyond traditional military training exercises to encompass meaningful community engagement and sustainable development outcomes.

Exercise Balikatan 41-2026 represents the latest iteration of the annual joint military exercise between the Philippines and the United States, which has evolved to include significant humanitarian and civic assistance components alongside defense cooperation activities.

The Humanitarian Civic Assistance program allows military engineers and personnel to apply their skills in civilian construction projects that benefit local communities, particularly in areas with limited infrastructure development resources.

San Narciso Educational Needs

San Narciso, located in Quezon Province, has faced challenges common to rural Philippine communities, including insufficient educational infrastructure to accommodate growing student populations.
